The 5th Forum Decentralized Cooperation Romania Belgium will take place between 5 and 7 November 2015 in Iasi, a business event during which a strong focus will be on on rural development, social economy and adult education.
This will mark a new stage of bilateral decentralized cooperation and input in a logic of European partnership focused on specific social and economic objectives.
Decentralized cooperation is a supportive partnership between foreign local and regional subnational organizations. Its main aim is to promote common prosperity and consolidate local development and territorial governance. Decentralized cooperation is considered as any project, initiative, or partnership among at least one Belgian and one Romanian sub-national organization (public authority, semi public, NGO, educational institute…) in order to promote sustainable local and regional development. This definition of decentralized cooperation clearly underlines that decentralized cooperation is not the same as decentralization. Decentralization means the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations and/or the private sector.
